Documents necessary for the application

The following information on the chemical shall be provided;

  • trade and technical names;
  •  international registration number;
  •  place, purpose, time and quantity of use;
  •  physical, chemical and hazardous properties;
  •  measures to be taken in case of potential accidents and risks;
  •  conclusion of the workplace to operate;
  •  Methods of disposal and transportation of the substance, its mixtures and wastes.

Notarized copy of state registration certificate for business entity and ID card for citizen

Certificate accompanying the substance (in English, Mongolian or Russian)

5 Toxic and hazardous information in English or Russian provided by the manufacturer or official distributor of the chemical, and its official translation into Mongolian

Process Steps

Step 1

The Applicant submits a request to the Ministry of Environment and Tourism along with all required documents

Step 2

The Ministry of Environment and Tourism reviews the application 

Step 3

If the application gets approved, the applicant receives the Permit for Export of Toxic and Hazardous Chemicals

NOTE:

1. Permits for export, import, trans-boundary transportation, production, sale, use and destruction of toxic and hazardous chemicals other than explosives shall be issued in accordance with the Law on Licensing of Business Activities.

2. Toxic and hazardous chemicals shall be labeled and labeled in English, Russian and Mongolian in accordance with the required packaging and standards

3. Toxic and hazardous chemicals shall be transported by special vehicles with warning signs, and the safety of transportation, loading and unloading shall be the responsibility of the operator of the import, export, cross-border transportation and sale of chemicals. 

4. When exporting, importing or trans-boundary transportation of hazardous and toxic chemicals, the contractor shall enter into and sign a contract with the carrier, introducing the toxic and safety information in Mongolian, safety instructions, contingency plans and transportation routes.

5. Operators of export, import and trans-boundary movement of toxic and hazardous chemicals shall be obliged to comply with international agreements and treaties in this regard and to prevent accidents and risks during transportation, loading and unloading, and to reduce harm in case of accidents and losses. to take action.

6. Licensed citizens, business entities and organizations shall prepare annual reports on supply and consumption movements for each toxic and hazardous chemical exported, imported, transported, produced and sold across the border, and by January 25 of the following year, the state in charge of nature and environment. submit to the central administrative body.

7. Citizens, business entities and organizations licensed to export and use toxic and hazardous chemicals shall sell excess substances that have not been used for their intended purpose due to certain reasons.
