Process Steps

Step 1

Importers wishing to import ozone-depleting substances and other substitutes and equipment containing them next year shall submit to the National Ozone Office by the end of the year the quantity of substances and equipment they plan to import next year, together with the following documents.

Step 2

Requests for quotas from the National Ozone Office will be compiled and distributed to the Ministry of Environment and Tourism for approval. Next year, the Minister of Environment and Tourism will approve the allocation of quotas and quantities for the import of ozone-depleting substances and other substitutes and equipment containing them by the end of that year.

Step 3

Registered importers who have been appointed by the Minister of Environment and Tourism will be able to apply for a license with the National Ozone Office from January 2 next year. The license shall be registered by the National Ozone Service and signed by the head of the National Ozone Service.

Step 4

Importers must submit their licenses to the Ministry of Environment and Tourism for the first signature, along with proof of payment of the state stamp duty.

Step 5

The State Secretary of the Ministry of Environment and Tourism shall sign and certify the importers special permit.

Step 6

Importers who have obtained a license at the time of import shall submit their import request to the National Ozone Office. Based on the documents received from the importer (list of goods, description of the substance, etc.), the National Ozone Office shall record the amount of the imported substance or equipment at the time on the license attachment sheet. The National Ozone Office will also record the number of imported substances / equipment by the importer's approved quotas and quantities for the year.

Step 7

The state customs inspectors of the customs office shall check the licenses of the importers with the markings of the National Ozone Service. In doing so, importers will request the National Ozone Office to make an entry on the license for each import within the quota allocated for the year.

NOTE:

1. The state central administrative body in charge of nature and environment (hereinafter referred to as the “Central Authority”) shall approve the number and amount of imports of ozone-depleting substances and other substitutes, products and equipment containing them within December of each year.

2. The central authority shall approve the form of the license certificate for import, sale and use of ozone-depleting substances and other substitutes, products and equipment containing them.

3. Permits for the import, sale and use of ozone-depleting substances and other substitutes, products and equipment containing them shall be valid for that year.

4. No more than two household appliances (refrigerators and freezers) containing imported substitutes for personal use may be allowed to cross the state border once without a permit.

5. An importer already registered in the quota must apply for an import license from the National Ozone Office before each shipment arrives at the port.

6. Each business entity / company will be issued one license per year.

General requirements for citizens, business entities and organizations:

1. To follow the “Rules for installation and safe use of pressure vessels”;

2. General requirements for labor safety, hygiene, storage of toxic and hazardous chemicals and products shall meet the standard MNS: 6458: 2014;

3. Business entities and organizations engaged in the repair and maintenance of refrigeration and ventilation using ozone-depleting substances and other substitutes shall have certified repairmen, engineers and technicians;

4. Business entities and organizations included in the volume of import of ozone-depleting substances and other substitutes, products and equipment containing them shall report on consumption and consumption of imported, sold and used substances of the previous year, sales and supply of equipment containing them in accordance with the form to issue and submit to the state central administrative body in charge of nature and environment by December 30 of each year;

Prohibited activities:

1. Smuggling of ozone-depleting substances and substitutes and equipment containing them across the state border without permission;

2. Introduce and import various production lines containing hydro chlorofluorocarbon (HCFC) substances, products and technologies to be used in them from January 2020;

3. Re-export of ozone-depleting substances and substitutes and equipment containing them to countries not party to the Montreal Protocol.

Responsibilities

1. If it is established that ozone-depleting substances prohibited or restricted from crossing the state border and equipment containing them have been illegally imported, citizens, business entities and organizations shall be fully responsible for all costs of repatriation to the exporting country.
